This position uses standard operating procedures for moving data then reviews it to confirm applications are “administratively complete” and assigns the technical review to a permit writer. The employee will perform other duties as required.
Duties Included:
- Download all stormwater applications received into the agency’s electronic permitting system. Verify application fee amounts. Check the applicant’s account to confirm fees are up to date. Check the WV Secretary of State’s website to determine if the applicant is registered to operate in WV. Work in two databases (Oracle and Access) to track permit activities. Conduct the initial review and handle all aspects of the permitting process, except for the technical review.
- Sort, stamp, and distribute our team’s mail. Update payments on the check register spreadsheet in Excel and deliver checks to the Accounting Department for deposit. Work with the Accounting Department daily regarding application fees and customer address updates. Send notifications via certified mail to permittees informing them of actions such as permit terminations or permit voiding.
- Update databases such as ERIS (Environmental Resource Information System) with applicants’ address changes, telephone numbers, and email addresses. Request invoices to be resent by the Accounting Office when fees are not up to date due to an incorrect address on file. Also, update the system by entering dates/statuses of permits that are voided by the Director or completed (terminated).
- Provide excellent customer service both internally and externally, with strong skills in conflict resolution. Assist with phone duty in our division, ensuring callers are directed to the correct destination. Provide backup phone coverage for the front desk as needed. Greet visitors in the lobby and escort them to their destination. Answer inquiries and provide assistance and education to private citizens, contractors, environmental consultants, environmental enforcement personnel, local and county officials, and other government agencies regarding the electronic submission system and other important permitting information.
- Archive all necessary documents, record and retrieve them when needed. Provide application or permit information to Environmental Enforcement Officers for inspections, preparation of permit violations, Administrative Orders, Penalty Orders, or other legal actions. Scan public notices and all pertinent information into our electronic file management system, App-Xtender.
- Maintain and update the permit-tracking database in Access for all stormwater construction, oil & gas, industrial, and municipal applications. Assign permit numbers to all received applications and enter all pertinent information into Access.
- Process transfers of ownership, name changes, and co-applicant additions in ERIS. Prepare an electronic letter of approval for the supervisor to email, notifying the applicant of the change/correction.
- Coordinate public notices and monitor the public notice process prior to permit issuance for our department. Contact newspapers for publication dates, prepare the public notice along with the statement of billing for the paper, and explain the 30-day comment period to applicants. Receive and compile public comments into a file for the supervisor.
- Responsible for sending 10-Day Notice letters via certified mail to permittees.

- Must be able to communicate effectively with individuals both inside and outside the agency while maintaining professional conduct at all times.
- Must demonstrate the ability to develop and maintain professional relationships with agency staff and personnel.
- Strong computer skills are necessary, particularly for creating/editing documents and maintaining databases.
- Due to the large number of active permits, superior time management skills are essential to handle gatekeeping, application review, customer service, and various other responsibilities.
Notes:
- Regular attendance is an essential part of this position.
- Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
- The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter.

Minimum Qualifications
Training: High school diploma or the equivalent.
AND
Experience: Four (4) years of full-time or equivalent part-time paid experience in paraprofessional or clerical office support work related to the specialty area.
OR
Substitution: Any combination of experience as described above and successful completion of coursework from an accredited college or university may substitute for the required experience at a rate of thirty (30) semester hours for every one (1) year of the required experience.

Market Rate: $50,288
