Job Summary

This posting will be used to fill one vacancy, The position has a projected end date of April 30, 2028

This position supports the Minnesota Pollution Control Agency’s business readiness development of online services to support the Agency’s programs. The position supports the lead online service staff in ensuring complete process documentation, test case development, and testing are completed for each service. This position assists in developing test cases unique to the service, tracking defects, ensuring business and outside tester availability, data migration readiness and analyzing like services for opportunities to share designs This position prepares training materials for the service, delivers training, and provides ongoing support to service users. 

Minimum Qualifications

Two years of advanced administrative data management/analysis experience OR

One (1) year of professional experience managing or providing support for system process improvement efforts (e.g. business needs assessments, process mapping, gap analysis, process recommendations, etc.), gathering business requirements, performing user acceptance testing, advanced data management/analysis experience. 

 OR

A bachelor’s degree in data management, information systems, statistics, computer science, mathematics or closely related field. 

AND

Experience with computers and software applications (i.e. Microsoft Word, Excel, Access, Outlook or similar applications) sufficient to document process mapping, business requirements, and test cases.

Effective oral communication, written communication, interpersonal, project management, and problem-solving skills.

Time management skills sufficient to manage multiple tasks and effectively balance conflicting priorities and projects.

Human relation, communication, and customer service skills sufficient to collaborate and work effectively with team members, agency employees, and customers.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Experience with relational data systems and how they function (i.e. TEMPO).

Knowledge of how online services interact with data management platforms to ensure proper data quality is maintained. 

Working knowledge of statutes, regulations, and rules pertaining to agency programs and data practices.

Ability to recognize problems and present them accurately for resolution.

Good organization and attention to detail.
