Environmental Health Program Specialist

With support from the Environmental Health Program Manager, the limited-service Environmental Health Program Specialist will support and continue to build the Idaho Childhood Lead Poisoning Prevention Program focused on primary and secondary prevention strategies for childhood lead poisoning prevention and surveillance and linking lead-exposed children to recommended services. This position will work with federal, state, local, and tribal agencies, including the Idaho Medicaid Lead Advisory Committee, healthcare providers, public health districts, universities, Idaho Bureau of Laboratories, Bureau of Environmental Health and Communicable Disease, and stakeholders throughout Idaho. This is a statewide position and will report to their nearest DHW location. 

This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

EXAMPLE OF DUTIES:

  • Assist with the development of current and new program goals, priorities, and operating procedures, which are in alignment with the Department, Division, and Bureau policies, goals, and objectives.
  • Provide and education and outreach to Idahoans on lead poisoning, including sources, prevention, follow-up services, and more.
  • Establish and maintain communication networks with local, state, federal, public and private, agencies, and organizations.
  • Manage and participate in collaboratives among organizations involved in similar program areas, such as, the Idaho Medicaid Lead Advisory Committee.
  • Expand education and outreach for healthcare providers related to childhood lead poisoning prevention and surveillance.
  • Identify and create opportunities for integration and collaboration among Bureau and Division programs.
  • Review invoices and accompanying reports to ensure alignment with fiscal requirements and for program manager approval.
  • Assist with the submission of annual federal reporting, which includes benchmarks, demographics, and service utilization data, etc.
  • Assist with continuation grant applications for the Childhood Lead Poisoning Prevention and Surveillance of Blood Lead Levels in Children grant.
  • Prepare, manage, and monitor subgrants/contracts per Division and Department policies.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position.   • Some knowledge of public health practices. Typically gained by completion of college-level coursework relating to public health practices OR at least one year of professional level experience in a public health field.
  • Some knowledge of survey methodology and statistical procedures used to collect, analyze, and interpret data. Typically gained by completion of at least one upper division college-level course in statistics OR at least one year of experience performing related work with a measured outcome.
  • Experience managing projects. Typically gained by approximately one year of experience where you held the responsibility for all the various aspects of managing an entire project.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience demonstrating the ability to collaborate with other health-focused or community organizations. Typically gained by at least one year of experience collaborating with other organizations.
  • Experience in data collection and program evaluation. Typically gained by completing at least one upper-division college class (or higher) in data collection and evaluation methods, or at least one year of experience in a job where data collection and evaluation were a substantial amount of the job duties.
  • Knowledge of public health informatics. Typically gained through two semesters of college coursework, an accredited informatics certification program or one year of work experience working full-time in public health informatics including knowledge of data vocabulary and transport, surveillance system design and integration, and shared services.
  • Bachelor’s Degree, Master’s Degree preferred, in Public Health, Environmental Health Science, or related field.
  • Good knowledge of environmental contaminants, exposure pathways, and health effects associated with environmental exposures. Typically gained by at least one year of experience collaborating with other organizations.
