Applicant Services (Financial Specialist)

This position gives you an opportunity to provide reimbursement funds to local jurisdictions for eligible damages they have experienced as a result of natural or human caused disasters. Your work is essential to helping local jurisdictions recover from their worst day!

The purpose of this position is to provide program management, implementation of project and applicant closeout, and payment activities of federal and state Public Assistance (PA) programs. This position is responsible for coordinating payments and closeouts with applicants and in meeting the closeout requirements of the PA program for both federal and state funds.

Qualifications

 

Minimum Qualifications

Two (2)* years of professional work experience. 

Professional work experience to include all of the following:

  • Working with rules, regulations and administration of federal, state and local programs.
  • Ability to analyze and validate multiple documents and numbers.
  • Proven project and time management skills.
  • Computer proficiency; using Microsoft Office products such as Word and Excel (i.e. ability to navigate multiple software applications and databases.)
  • Excellent written and verbal communications skills and ability to convey complicated and procedural information clearly and concisely.
  • Effective communication skills including delivering group presentations and/or public speaking. Ability to communicate sufficiently to coach and advise other program staff.
  • Ability to work cooperatively with individuals from underserved and diverse backgrounds.

*An associates degree may substitute for six months of experience; a bachelors degree may substitute for twelve (12) months of experience.

Preferred Qualifications

  • Experience working with state and/or federal programs conducting financial analysis and reporting.
  • Experience working with the Federal Emergency Management Agency (FEMA) Public Assistance Program.
  • Experience working with FEMA's Grant Portal database program.
  • Knowledge of FEMA's Hazard Mitigation Programs.
  • Completion of FEMA Independent Study Courses 100, 200, 700 and 800.
  • Experience in creation and management of financial tracking reports.

Physical Requirements

Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others and moving and transporting light objects frequently. Even thought the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
